As far as I know, several Russian saints are not celebrated by Greek Church. And some Greek saints are not celebrated by Russian Church. They are considered local celebrations.

In the UK, in the Calendar and Lectionary produced by the Orthodox Fellowship of St John the Baptist under the guidance of Metropolitan Kallistos, the last Russian tsar and his wife and children are commemorated on 17 July. This publication includes many saints of various countries who do not appear in the calendars of local Greek Orthodox Churches.

Thank you both.

Would that mean that as a Greek Orthodox we can pray to them as we would any of our orthodox saints?

Yes, we can. Especially, this is more fruitful if the specific saint's life is inspiring.
