What vestment is this?

Hello friends,

 

Can anyone tell me what vestment is shown in the attached photo?  Is this a monastic vestment of some sort that has been colored to match the Patriarch's red vestments in this instance?  I have never seen other bishops wear this.  Does it have a prayer associated with it?  Thanks!

Ah, thank you so much!  In the case of a bishop, does the Protodeacon read a prayer for the Paraman, or is it put on before the prayers begin to be chanted?  Thanks!

It is not an episcopal vestment per se, but part of the monastic dress (stavrophore/microschema).   It has been adopted as part of the distinctive dress of the patriarchs of Moscow, like the green mantiya, white koukoulion, and double panagias - as such it tends to be 'bigger' and 'better' than the standard monastic version.   There is no specific prayer - the protodeacon begins 'bless, master, the censer', followed by 'thy spirit shall rejoice in the Lord...' for the sticharion.
