I am wondering if there is a bible which Orthodox can use, with quotes by the fathers alongside scriptural passages.

Well, there is the Orthodox Study Bible, which has extensive commentaries that are summaries of the writings of the Fathers. The current version is only the New Testament, but the entire Bible, including an authorized Orthodox translation of the Septuagint Old Testament will soon be available (hopefully this summer, God willing?) that will no doubt also have extensive commentary and information.

There is also the Evangelion and Apostolos produced by Dormition Skete which have extensive commentary directly from the Fathers. Unfortunately it is in footnote format and placed at the end of each book rather than alongside, and the coverage is somewhat spotty. There are many passages that simply have no commentary included.
