I've gotten emails from the system when my posts have been approved for the board. Are we also notified when our posts are rejected?

Yes, you will be notified. Also, it is the general practice of the moderators to give you a more detailed explanation when a post is not accepted and suggestions for altering it for resubmission. We don't want to silence anyone, rather we want everyone to be heard in the most positive light.

I am thankful that some one else has asked about "rejection notices".
what do they mean?
why does a person receive such a notice?
How can the notices be deleted?
I've received " 3 " such notices. And, I wonder if I am being pointed out for this.
Is the notice sent automatically by the system; or, is it sent by a Moderator.
Why don't they PM a person and speak clearly about what is troubling them or the system?
sorry about all of these questions.
Others are perhaps also concerned about these "NOTICES"

There are automatic notices sent by the system and there are PM's sent by individual moderators. In some cases, if the reason for deletion is clear, an additional PM is not sent. If you have questions about the reasons why any action was taken by a moderator or the system, you can PM or email the moderators and ask for more information about a particular post. Generally all deletions are initially "soft" deletions in that they still exist in an archive and can be reviewed by the moderators, so if you had a particular concern about a particular post, if it were well identified, it could be pulled up and viewed.
More often than not, deletions happen before a post even appears on the forum as new members (the ones who have not yet gotten a "feel" for this group) are all moderated for a period of time. Generally posters who have been around a while have a pretty good sense for what will be beneficial to the forum. Also there are times when a discussion becomes just a personal conversation between two or three people that is better conducted via PM. At that point, a moderator may delete those posts as they do not contribute in any way to the general discussion and distract from the flow of conversation (those deletions are usually noted in the system as "better for PM" or something along those lines).
