Does anyone know of an online publication of the Longer and Shorter rules of St. Basil? I have googled it and can not find anything substantial.

Unfortunately, I believe that most versions of the longer and shorter rules are under copyright, and so will be very difficult to find online. Google Books has a scanned version online of the Asketikon of St. Basil the Great (http://books.google.com/books?id=y9Xqcv_0VuAC&pg=PR14&lpg=PR14&dq=%22saint+basil%22+%22ascetic+works%22&source=web&ots=8QGyyOZ6iU&sig=BCSg-HBrnuN_XOIjKcNZ0p4zytM#PPA165,M1) by Anna M. Silvas, which contains the Longer Rules and the Shorter Rules, but not all of the pages will be visible.

Do you know if there is a translation that is in general use in the Orthodox Church?

I'm not sure that we rely on any one translation. But in English there is a decent translation in Vol 9 St Basil Ascetical Works of The Fathers of the Church series printed by Catholic University of America (CUA).
