The inscription on the bottom reads "Holy Martyr Evgeni" in Slavonic, or Holy Martyr Eugene. I believe there are more than one martyr Evgeni's though, including a 20th century saint.

This would not be the Blessed New Martyr Yevgeny Rodionov, since he is beardless and this saint is bearded.

From the depiction this is a martyr of the early Church.

In the Moscow Patriarchate Calendar there is a martyr Evgenii of Melitene on Nov. 7; a martyr Evgenii of Sebasteia on Dec. 13; and another martyr Evgenii of Trapezund on Jan. 21.

Note though that there is absolutely nothing wrong with saying 'the martyr Eugene'. The fact that Evgenii is on the icon doesn't mean he was a Slavic or Russian saint. It's simply how Russians and other Slavs say Evgenios.

Holy Martyr Evgeny (Eugene) which is celebrated on December 13. You would notice this icon during the funeral service of Fr. Seraphim Rose, because his name before he became a monk was Eugene, after this saint.

What is the latest on Blessed Yevgeny Rodionov's canonization?

As far as I know, Blessed Martyr Yevgeny Rodionov has not yet been universally glorified by the Church of Russia. He is at this time just a local saint. There is at least one church dedicated to him. His veneration is growing, but frankly the only source we have of what happened with his martyrdom is his mother--all the others having died. But, given more veneration and miracles, he may well be universally glorified.
